The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The succession of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are fought: hopeful statements are released from different nations. Immense energy is devoted on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from across the border, a capability enabled by current data. From vantage locations, defense planes that had been scrambled to counter approaching aerial threats flew past – sophisticated military planes supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by partner states. Every firing shakes the surroundings, causing tremors. The instant of fear quickly becomes resigned acknowledgment: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and another blackout.

Persistent Threats

Not long after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and utility failures in many homes as a result of the evening attack. As typically, everyone still went about their day – living the war. But those full day demonstrated Ukraine's vital need on Western support – a dependence that European nations are demonstrably unable to replace in the near term.

Ineffective Peace Efforts

The detailed framework from US administration provoked deep reactions, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, continue.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unfeasible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's south or east.

The problem is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from thinking that the situation will not shift further in its advantage in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a entire defensive failure until conditions improve in its advantage.

Present Conditions

Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.

While new proposals based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
